Données Québec: live catalogue research with a governed agent

Read the public CKAN catalogue, summarize the returned facts through the OpenAI Responses API, then let a governed agent choose between search-only and a complete brief. All HTTP calls are real; there is no fake catalogue or dry-run summary.

Prerequisites: Touba, Node.js 24, npm, Internet and an OpenAI key with credit. This tutorial makes paid model calls. Configure OPENAI_API_KEY in your shell or secret manager before running it; never paste the key into a source file.

The catalogue follows the official API documentation. The summary uses the Responses API. HTTP failures and incomplete model responses remain errors, not successful business values. The summary prompt and provider instructions are in English; catalogue titles remain external data in their original language.

The native provider translates the runtime catalogue to model function calls; Touba still validates the selected capability, typed arguments, grants and agent secret scope before handler dispatch. The provider's host credential and the handler's authorized secret handle are separate paths, even if this example uses the same key. Neither credential belongs in agent inputs or observations.

Execute and inspect

The script first executes the search skill and its missing-grant refusal, then the real model-driven agent. Eight agent steps and seventeen provider calls are explicit host budgets for this example, not one-use restrictions. Orientation, selection, retries and finalization may consume calls. A capability can be selected repeatedly while authorized and within the configured budgets.

Expected marker: LIVE_CATALOGUE_MODEL_SUMMARY_AND_GOVERNED_AGENT_OK. Read the actual summary in research.result.json and inspect research.trace.json for capability selection, authorization and completion. Values may change with the catalogue and model. These checks establish execution and structural contracts; review the generated summary against the public catalogue before relying on it. A typed success alone does not establish factual quality or general injection resistance.
